Who is behind the principle of greater powers for local residents?
The power to do this comes from a Labour Act of Parliament in 2007 called the Local Government and Public Involvement in Health Act 2007
But all political parties support this idea in principle, the Coalition governments 2011 Localism Act is another example of power being distributed downwards to people and which gave local Councils more power.

Not for now, but the National Association of Local Council (NALC) are the umbrella organisation that support all local Councils. They have supplied information useful to this site. You can read more here:

Established in 1947, the National Association of Local Councils (NALC) is a membership organisation and the only national body representing the interests of local councils. NALC works in partnership with county associations to support, promote and improve local councils.

A local council is a universal term for community, neighbourhood, parish and town councils. They are the first tier of local government and are statutory bodies. They serve electorates and are independently elected and raise their own precept (a form of council tax). There are 10,000 local councils in England with over 30% of the country parished and 80,000 councillors who serve in these local councils.​

Is the Isle of Dogs Neighbourhood Planning Forum involved?
No, although some of the people involved maybe similar and there maybe some overlap in activities legally they are two different things.
My advice is that the two activities remain separate so that supporters of the Forum but who do not support the Town Council can continue to support the Forum and vice versa.
This means that the Forum should not initiate the Community Governance Review even though it has that right according to government guidance.
